It certainly can be. Often there are multiple contractors on a site. There may be a general contractor, there may be a construction manager, there may be sub-contractors, other trades working... So it's best to have someone represent you or to retain someone to represent you that knows their way around the construction accident and can determine who the liable parties are, who to sue, what the regulations involved in the particular incident may be. So, it's not an easy thing to do, but if you hire an experienced person, then obviously your chances of success are greatly increased.
