Do pedestrians have the right-of-way in California?

Pedestrians do have the right-of-way in crosswalks, marked crosswalks, and also in certain areas of the road way, they're able to cross as long as there is not an immediate hazard. California has a new jaywalking law, so people think, "I can just walk everywhere," not true. You are just not gonna be cited for it potentially, but if you walk out into traffic, you have a duty to look and be safe where you're walking and not enter where there's an immediate hazard.
