Removal proceedings means that you've been designated as someone who is subject to deportation, whether you're here unlawfully, whether you were here lawfully and committed an immigration violation, most commonly a criminal violation. The government will put you in what's called a removal or commonly known as a deportation proceeding, where you go to court and then you have to contest your removability, either legally saying you're not removable or apply for a waiver if one applies to you.
