Dallas NorthPark Mall Garage Racing Death: Why didn’t the mall put a stop to this dangerous practice?

Photos suggest that the mall let this dangerous racing go on for eight years. As one of the wealthiest malls in the world, it had the financial resources to stop it but chose not to.
